    I am noticing that when I click the TOP LEVEL menu item, INFORMATION, it jumps to the sub-menu, and it doesn’t start at the 1st sub-menu item.
    It’s even worse on iPhone 5s. The user missed 1/2 the menu.

    Any thoughts? Thank you.

    Hey Justin,

    You shouldn’t use an anchor link ( links with # that goes through a section in a page) to be a submenu parent, I think it would confuse mobile browsers whether to go to a section of a page or open the submenu.
