Please try adding this code to the Quick CSS section under Enfold > General Styling or to your child theme’s style.css file:
#header .widget { top: 20px; }

Could you please post a screenshot and show it should look? To me it sounds like it would be a better to use header meta with blue background and set background of main header section to transparent.
