Hi,
I’m editing a page on the backend. On the right side of the screen I usually see “Publish”, “Page Attributes”, “Layout” and “Feature Image” tab on every page and post edits. But after upgrading I do not see the “Layout” tab where there are options for “sidebar settings”, “footer settings”, “Title bar setting” and “Header visibility and trasnparency.” How can I get this tab to show?

Please try checking the Screen options on top of that page, maybe the Layout is checkbox is not checked.
