Instead of horizontal borders, create 'ripped' border on content elements

Hi guys,

I am thinking of creating another website with Enfold.

Now I am wondering if it is possible to change the default horizontal lines/borders between content elements into a custom line, a ripped one. A ripped line is used in the logo from the designer and I would love to use it on all pages.

For example on the top of the footer. Or between a full width picture and the next textblock.

Is it possible to create something like this with code? Or should I look into options with .png files with ripped borders?
