If i have a layout of 2/3 and 1/3 and in the 2/3 i have a text block.
I want 4 images in a 1/4 1/4 1/4 1/4 – how do I do this? It won’t allow me to add inside the 2/3. See link below, i want those 4 images next to each other as a quarter inside the 2/3 space.

Do this, http://kriesi.at/documentation/enfold/enable-advanced-layout-builder-debug/.
And then drag your 1/4 shortcodes in the debug view inside the 2/3 shortcode.
