When I add image element, link the image to a PDF file, select to open new window; it’s not working and it opens in the same window.

try to deactivate all plugins, to check if one is causing this issue and let us know about your results. If that does not help send us admin access, so we can take a deeper look into it.
Are we allowed to deactivate all your plugins temporarily by ourselves as well for testing purposes?

The “target” attribute is being removed. We disabled the plugin (PDF viewer for WordPress) and it is working again. http://healbyhand.com/discounts/

IsmaelGot it. The “PDF viewer for WordPress” was the culprit. I just deleted it from the plugin list.
