    I want to know If Video can be used in the theme background.
    also want to know if JPG+GIF can be used as the banner.

    No, video cannot be used as site background only images can be. However you can add background videos to Color section elements and insert your content inside them. You can see an example here – https://kriesi.at/themes/enfold/homepage/home-v9-videos-and-parallax/#av_section_5

    Yes, you can use JPG and GIF as banners.
