I don't have layout options in my page

Sorry for the late reply, typically this is a result of a plugin conflict, Try disabling your plugins. If that resolves the issue, reactivate each one individually until you find the cause.
Although another reason could be because the “layout” option is turned off, try going to “screen options” at the top of your page, and then checking “layout”
