No matter what I do I can’t seem to get parallax effects to work right…how do I set them up? If I try a full width easy slider and set the background image, nothing displays. If I then add an image to the slider, the background does not display and the image added is still not parallax. What am I doing wrong?

You should add Color Section element under Layout Elements in Avia Layout Builder. I would suggest you to import dummy data http://i.imgur.com/NcGyvWD.jpg it may help you get acquainted with layout elements faster
