For the life of me I am unable to get my site austindowntowncondos.com main logo to be transparrent when i scroll down. I have tried adjusting the transparency menu color and saving the logo as a png instead of a jpeg. None of those solutions work any help would be greatly appreciated so that I can remove the white box effect around the logo!

It looks like you saved the image with a white background, you need to save it with a transparent background, most likely in png24 format.

Original file has white background so it would not show up transparent :)

Still not working i just tried uploading a tiff file that was transparent from adobe photoshop and this would not load correctly. What file types are accepted for the enfold form for transparent forms.

Your logo is PNG, you can use PNG file. Just to try, you can upload this one – http://kriesi.at/wp-content/themes/kriesi/images/logo.png
You can contact designer who designed your logo and ask for those changes.
