Header and footer color change not working unless changing CSS

Hi,
I want to build my website based on Medical Demo and I’ve been struggling just to change header, footer and socket color.

I’ve found some references pointing directly to change the CSS files under theme->Personalice and seems to work fine.

Is that a normal behavior? Shouldn’t the configuration work properly instead of going to write CSS code manually?
