Have the header with solid background color, but menu transparency

Below is a mock up of what I am trying to do with Enfold child theme.

If i change the header area to the green solid color then even if I make the menu area a transparent blue color the green shows underneath. Also looking to have the Layerslider to be under the menu as you can see.

Any suggestions would be helpful.
