I’m afraid Google Maps are no longer displayed after the 4.4 update, even when the “Conditional load” setting is on “Show Google Maps immediately”.
All I get is the message “Maps were disabled by the visitor on this site.”

It appears that the setting is not saved correctly. It works with my localhost copy of the site, but not with the live site.

I’m afraid I can’t give you access to my localhost copy ;), but I can give you access to the live site (but of course you can’t make any changes there, since it’s the live site).
Edit: Okay, it gets even weirder. I have a second site that runs Enfold as well. The live site has the same issue, while the staging site (which is a cloned copy) does not have the issue.
Edit 2: Nevermind, it was a stupid Google API issue with very bad timing. My apologies. However, the issue as shown in the screenshot still persists, but it’s just a cosmetic issue now.

Exactly. It’s working, but it’s a bit confusing in the backend.
I can’t really tell what’s causing the issue, since it works perfectly fine in a cloned (!) staging copy of the site.
Doesn’t really bother me though, since it’s working now.
