how do I ensure that the footer size black bar is the same for all pages?

It depends on the content you add to your pages. If you add same height of content to your pages, footer size would be the same, otherwise, there is no simple way of having it look as you want the same on all pages. It should looks like this on all of your pages if there is enough content http://i.imgur.com/hQxzo3I.jpg
