That is a custom style switcher for the theme demo. I don’t think you can find a plugin for that but you can try these plugins:

https://wordpress.org/plugins/simple-sticky-footer/
https://wordpress.org/plugins/webloggerz-wp-floating-footer-bar/You may need to customize the css of these plugins in order to place it on the left.
