I think that’s not possible with our Video Element.
However, if it’s an embed code then you can use the Text Block or Code Block and paste the embed code in it.

Yes, I’m working with the code block. The code I provided didn’t work, so I was wondering if you can share an alternative code. For example, adding #t=20 at the end of the code will make the video start at 20 seconds. What’s the code for ending it at a specific time? Thanks.

I would not advise using that shortcode since it’s equivalent to using a Video element which would strip the extra query strings.
I would suggest using the iframe embed code provided by youtube then add those query strings you posted
