I have tested it and the button seems to work just fine. I think that depends on the browser and os used by guests of the site.

Try adding the snippet in here to .htaccess file: https://css-tricks.com/snippets/htaccess/force-files-to-download-not-open-in-browser/
Also make sure that you include the right file extension. Hope this helps.Best regards,
