    I’d like to know of an easy way to display a splash page, which will be a newsletter signup page, only once for a user. I realize this may use cookies or some type of caching but would like it to be as unobtrusive as possible.

    I think you should be able to find a plugin which adds that functionality for you, I can’t give you any recommendations but I’m sure you can find something if you search. Maybe here: https://wordpress.org/plugins/search.php?q=splash
