For the desktop view I have a 4 column footer and 1 widget in each column (no footer “template-page”).
What is the best solution to make a footer only for mobile view,
which has then only 2 “columns” with 2 widgets (i.e. 2 widgets below each other on mobile)?
And another question:
can I make 2 footer template pages and use one template page in theme settings for the desktop view and another footer template page only for the mobile view, and if yes, how please?

Let’s stick to one problem at a time please. So you want the same widgets and content on mobile, but you want the columns to be 2 by 2? If so then please post a link to your actual site so that we can have a closer look.

My site is still in the development. So here is my scenario:
Footer Desktop View:
4 columns with widget A, B, C, D
Footer Mobile View:
2 columns with widget E, F
But generally said, all I would like to know what the best solution is, to have 2 different footer for desktop and mobile view?

Thanks for the update, I think the easiest approach would be to add all the content to your widgets, including the mobile ones. Then hide/show the correct widgets for the corresponding screen size using CSS. If you need help with that then we would need to inspect the site in question.
