Custom header background image disappears on scroll

I have removed the default logo image and opted for a static header image. The header image can’t be seen unless I scroll down. Here is the link (private) I want the image to be visible at all times AND I want it to be sticky (visible when scrolling) on all pages. please assist. I have looked at forums and tried several things. Thank you so much in advance!
