How do I force to get the Cookie Consent Message running?

thank you for help. ‘Javascript file merging and compression’ was disabled temporary and I enabled it again and the cookie consent does not appear again. Please be so kind and take a look again.

Are you using any caching plugins? Please clear the cache from the plugin options.
