We’d like to offer some pages as a free resource for people who register – each page would contain a “top tip”. We’re thinking of showing the title of each top tip (about 40 in total) on one ‘home’ page, visible to any visitor. But if a visitor clicks on any of those links they’d be asked to register to see the content. We’re also thinking of putting “this week’s top tip” at the top of this “home” page. We’re using WooCommerce for the paid content (downloads) and we’d like a link to this free content on the My Account page. Could we use the blog or portfolio (currently not in use) for this?

This is not exactly a theme issue, you’d need to look for a plugin that let you have ‘restricted’ member-only areas, like:
