We were not aware of the following changes in the privacy options, so we failed to suggest it to you earlier. You need to make the “[av_privacy_allow_cookies]” accessible for your users so that they can choose to enable cookies. Please refer to the following thread for more info.

Where are you testing it? Please check if the browser in your mobile device accepts cookies. And don’t forget to remove the browser history. There is a fix for the privacy options in the latest version (v4.6.1). Please upgrade the theme to that version and reconfigure the privacy options.
