Coloured background behind text only, not entire column

Is it possible to have a coloured background behind text only, not the entire column? The look would be similar to a button (where the colour background extends equally out from all sides of the text), but without a button hyperlink. I would like to position several of them (each with their own coloured background area, separate from each other) at various locations on the webpage, for example:

[10% padding] Phrase one.
[3% padding] Phrase two.
[7% padding] Phrase three.
[13% padding] Phrase four.
[5% padding] Phrase five.
