Colored section at top leeds to "jump" on first scroll

Hi,

on top of a page I have a colored section with background image. The first time I scroll with my mouse it jumps directly at the end of this element. It’s the same behaviour as clicking the scroll-down-arrow-button.

How can it be disabled, so it won’t trigger on mouse-wheel input?
