Hi, is it possible in the visual builder to do a color row inside another color row so that you could have a full background and then a transparent color over it? or do I need to use custom CSS?

I’m not sure if that would be possible but you can try to activate debug mode in order to see shortcodes: http://kriesi.at/documentation/enfold/enable-advanced-layout-builder-debug/. You can then try to copy your Color Section with the overlay into the other one.
