Cart is empty if GDPR not expressly accepted

Hello,
if a customer ignores the black bar in the bottom without expressly accepting GDPR he will be able to add products to cart but when he will go to checkout he will find that his cart is empty. Many lazy people like me don’t care about that bar in the bottom and just leave it there and continue their navigation

What can be done to avoid all these legal hassles and let ALL customers complete their orders?
