I wanted to find out if there is a way that the Images with Hotspots could be sticky so that once they appear they would follow content next to them in their row. So if I had an image hotspot sharing a row with text to the right or left of it and the text takes up more height, could the image hotspot follow that text down the page as I scroll until that text ends and the next section below it begins?

That would take a lot of time and code to implement so it would be best to hire a freelancer to help you out with this customization.
It’s a pretty specific customization so I don’t know of any alternatives I can recommend. It would most likely need custom code so a freelancer would be required.
