Border image covers left side of the color sectionelement but not the right side

Hi There,
I am trying to add a border image on the left and the right side of my page. To cover multiple color sections, i added the background image to the #top element of the page. I attempted to use #wrap_all element for this but it created the same error. The background image covers all the color sections on the left side, but on the right side it only covers one of the color elements, and i can’t find where it is causing it and how to fix it. Please help.
