    Hello, What is the preferred method for incorporating a promo box containing text and a quick contact form into a Layer Slider? This slider will ultimately be full width, maybe 450px high. I looked at some previous posts mentioning the shortcode method using the magic wand in default, but have not figured it out. Thanks.

    You need to use a plugin that allow you to create a shortcode like https://wordpress.org/plugins/tags/popup-form

    Then try insert the shortcode in the LayerSlider.

    What if I would like it to be static and not activated when a user interacts? Basically its own absolutely positioned container within Layer Slider?

    Unfortunately it would require quite some time and customization of the theme to achieve this, so I am sorry to tell you that this is not covered by our support. However if its really important for you to get this done, you can always hire a freelancer to do the job for you :)
