Background image in the header

Hello,
How, exactly, does one add a background image to the header? The logo should sit on top of the background image.
The post ‘https://kriesi.at/support/topic/how-to-add-a-header-background-image/’ does not help me.
The background image must fill the entire header area, not just where the logo is, please.
