Is it possible to create a fade-effect on scroll as in this website?

While scrolling, the blue background fades into green and then into pink.Hi Tom!

There is no easy way to do that we are afraid.
You can only do it by hiring someone to help you with that process. It is a custom effect that narrows colors slowly.Thank you very much for your understanding
