Avia Layout Builder Will not scroll below the fold

When using Avia Layout Builder, I am trying to drag and drop and element (any element), if where I want to place it is below the fold, as I approach the bottom of the browser window, it does not scroll so I can place it near the bottom of the page. This works fine on other sites I manage, same computer, same browsers (chrome and safari). Only effecting this one site. Must be something in this installation. Updated to Enfold 4.5.6, running WP 5.1.1. Disabled all plugins. Still same behavior.

Also when attempting to drag an element below the fold the WP menu pane scrolls instead of the page builder pane.
