How can I create the avia custom sub menu that is used in the startup business demo without importing that demo content?

Do you mean transparent menu? If so, please edit your page and set your header to transparent – http://kriesi.at/documentation/enfold/portfolio-item/intro-to-the-header-configurator/
If you would like to add fullwidth sub menu, you can do so by simply adding fullwidth sub menu element under content elements of Advanced Layout Builder.
If that is not what you meant, please elaborate. Screenshot would help :)

I’m talking about the sub menu that appears right below the full width slider whenever you navigate to the Products page. It scrolls up with the page then sticks to the top beneath the main menu.
