Animation Delay

I have a fullscreen color section on this page at the top of the screen. I added a “fade in” animation to the special heading and button over this color section. The problem is that when the the preloader comes up when the page is loading, the animation must already fire and by the time the page appears the “fade in” animation has already taken place. I tried to use different animations but this is the case with all of them. I want the fade to work like it does on my fullscreen slider on my homepage so you can see the animation when the page appears. Is there a way to delay when this animation occurs with some quick css? If so, please let me know how to do this with a section id. Thanks in advance!
