Adding Background color and need to find on style.css

Hi there
So, I guess my freelance programmer helps me changed the background color but when I go to the General Styling Tab when I want to do it myself, it won’t changes the color. Is there a reason why?

Also why are some of the text I have looks yellow? Before the Bold Font I had was blue, now it is yellow. I tried on the General Styling and can’t change it

Under the Navigation Bar, there is a yellow strip when you mouse over as well. It used to be blue as well. Hope someone can help me out here.

Yes I see that my color code is #ff3338. But since I am new on this I like to know which tabs do I need to change to this color code #003399
Under the General Styling which tab do I select to change that? Header, Main Content, or Alternative Content and is it under Primary Color
