Add Saved Template items to an existing page

Don’t quite understand how to do this. I see the Templates menu on my page, but Load Template is grayed out.

I just want to be able to add particular items (text blocks, etc.) to an existing page. Can I do that? Or do I have to create a whole new page? And can I load several templates on to one page?
