We don’t have such a button, but you can use anchors for that. Make a link that will scroll to the block with the id that you’ll specify.

Again, on the link you posted, I see no parallax. Yes, it might work on Android but the fixed background images don’t work in Safari on mobile.
Yes, there ways, people implemented on other websites, but it cannot be done with a simple code snippet and so we do not provide this kind of customizations within the scope of the support here.
