The blog page is a page you built with the Advanced Layout Builder and the /news page is a category page which is using a different template. To customize it you need to add code to functions.php. Here is a thread for you to consider

This can be done, but unfortunately, it would require quite some time and customization of the theme to achieve this, so I am sorry to tell you that this is not covered by our support. However, if it’s really important for you to get this done, you can always hire a freelancer to do the job for you :)

On the other hand, we have an element, called fullwidth submenu, it can be sticky and maybe can be adjusted to look like what you need.

We have a lot of customers already running on php7, my local instance is on php7 and it works. If you have a test server you can switch to php7 there, see how it works and then proceed.
