Ok, the web gods are being fickle today, I turned on the caching plugin again and now the site works as expected. please disregard my previous help request.
I saw in another post to disable the Javascript and css file merging and compress then to check the delete old css and js files. The site now loads but the appearance of the site is unstyled.

Hi This issue seems to have been resolved
I was able to correctly install the theme update this morning using FTP.
it is in the process of restoring
So perhaps the best thing to do is wait till you guys get it all sorted out then update?
Ouch, I saw that people were having problems with the dashboard update which is why I used FTP to update the theme.
no, I haven’t tried to restore it yet, I was waiting to see if it was a simple fix I overlooked, I am in the process of restoring it now
