Ok ! Now it’s working!
I saw what i have done wrong.

@media screen and (min-width: 999px) {
#header_meta {
background-color: transparent;
margin-bottom: -20px;
}
}

In margin-bottom – i added -50px to make a smaller gap between secondary header menu and header menu.
When i have changed it to -20px now it’s displaying correct in safari and IE.
