this was actually the hint that I needed. Our child theme did contain a slightly altered footer.php. The only thing that was added was a simple copyright text.
I’ve just deleted the footer.php of the child theme – and afterwards everything worked as expected. Cheers!

got the same problem. Updating to 4.9 breaks our footers too – showing the default wordpress footers, without any further options to correct this. If you try to change the footer using the theme (using display / widgets from the WP menu), it does not do anything.
I’ve restored a backup to the version before 7-feb and everything works again as expected.
We do not have any customisations in our childtheme. We do have shortcodes in our footers.
