Firefox 38.0.5 and latest IE 11 seems OK as well. Seems it’s just Chrome that “misbehaves” for us, but not for you then?
Hmm, that is so weird, we can reproduce the behaviour on Chrome Version 43.0.2357.130 (64-bit) (Win 7 and OS X 10.9.5).
Safari seems to render later i e blacks out the screen for half a second instead of rendering the “leftmost” version.

OK, perhaps obvious, but you need to not only have te anchor in the custom link url for the menu. You have to add the parent URLs as well.
Instead of having this in the custom menu link:
#section11
#section12
You have to have:
/page1#section11
/page1#section12
