I have removed the old file and uploaded a fresh copy of Enfold. The issue is still present. Any ideas?

I have tried disabling all third-party plugins. That did not resolve the issues.

I encountered the same issue. Manually updating took care of it for me.
Devin – disabling W3 Total Cache did the trick. A setting must have been conflicting with the css.
