I am not able to disable the cache plugin because there are production sites using it, however, I have purged it and the issue is still present on all of the devices I listed earlier.

Thanks for the reply. We really need the parent link clickable. Once it is expanded, can you add an arrow, or something that is clickable to allow the user to navigate to that page? You could also set a simple counter to detect how many taps the parent navigation item has been clicked and let that determine the animation vs link.
