Try removing the !important rule and changing the selectors to:
```
.html_header_top.html_header_topbar_active.html_header_sticky.html_bottom_nav_header #top #main{
    padding-top: 110px;
}
.html_header_top.html_header_topbar_active.html_header_sticky.html_bottom_nav_header #top.home #main{
    padding-top: 129px;
}
```
The first one will affect all pages and the second one only the home.
