This could possibly point to a hosting server issue. Honestly I would look at things on the hosting end before looking to a theme issue.

I added my css to the VERY TOP of the quick css field and it worked. That points to something below it not being written properly.

The quick css does not seem to be picking up. Please add the following to the custom.css file:

I guess to explain it better this is probably a mis-configured version number on one of the plugins present on your site…
Nothing to worry about, once that plugin gets updated the notice will go away.
The only way to find out which one it is, you’d simply have to delete theme from wp-content/plugins one-by one and test which one it is.Best regards,
