A popular plugin is: http://wordpress.org/plugins/custom-login/ but there’re many tutorials (i.e. search for “custom login wordpress”) which help you to customize the login page without installing any additional plugins.

Have you attempted to hard clear the cache in those browsers? I performed the fix on a Chrome browser and the code should be universal.
