I would suggest to take a look at the codepen inside, which explains a lot of the issues and why that happens and make sure you follow the guide and test it.Let us know if it will work.

It seems that your issue is with the table and the content it has inside, it can not be brake down to responsive.
Please do consider to change or use a different plugin for tables, like TablePress.Thanks a lot

That has been reported as a known issue of WooCommerce with many different themes.

Yes the issue is with Cache. When you see something working with Developer ON and not when off, then point out that the issue is with either a JS conflict or with cache.
