And just as a follow up to this it is caused by an addon for the plugin that protects media files. Needed some tweaking to the settings to get working correctly.

Cancel this request I have located the issue and it seems that I missed a plugin when I was deactivating them. The culprit turned out to be the membership 2 plugin from wpmudev.
